Cabotage is the carriage of goods by sea between ports in the same country. In Angola, moving cargo from one national port to another — from Luanda to Cabinda, Soyo, Lobito or Namibe — requires a Cabotage Note (Guia de Cabotagem), the customs document that authorises and accompanies that movement.
